Project Final Evaluation of KOLOROB
PROJECT/PROGRAM:
Title of Action: Kolorob- Lighting Up The City for people living in poor urban settlements in Dhaka, Bangladesh

INTRODUCTION:
Dhaka ranks in the top 10 largest urban
agglomerations in Asia and is one of the largest megacities in the world
with over 13 million people set across 325 sq. km area . Slums and
informal settlements, which make up 30% of Dhaka’s population, are often
viewed outside of formal governance structures, laws and regulations.
People living in these areas find it extremely difficult to access basic
services. Dwellers of poor urban settlements suffer more spatial,
social and economic exclusion compared to more wealthy urban
counterparts, further limiting their capability to access opportunities
offered by the broader urban environment.
With mobile penetration and internet
coverage rapidly expanding, technology costs reducing, the urban poor
are becoming more and more technology ‘literate’. Kolorob is Save the
Children’s innovative way to deliver integrated urban programming via a
digital solution, which aims to minimize the information gap
particularly between young people, parents/caregivers (particularly
mothers) in slums and poor urban settlements - who wish to locate a
range of services (health, education, government, financial, legal
services) in their city for themselves and their children– and private
and public service providers – who wish to increase their client base.
This will be achieved by creating an online service directory and
interactive map in the Kolorob application to allow users to search and
exchange information and promote accountability through Kolorob’s unique
crowd-sourcing feedback function. This will facilitate subsequent
dialogue between users and service providers leading to improved service
provision for young people and children.
The project was piloted in Ward No: 3
and 5 of Zone 2, and expanded into Ward No: 2, 4, 6, 7, 8 of Zone 2 and
Ward: 9-16 of Zone 4 of Dhaka North City Corporation.
As per project proposal KOLOROB belongs to five (05) results, which are as follows:

Men,
women, boys and girls in areas in which Kolorob has been tested and
socialized are better informed on availability, quality and coverage of
services in their neighbourhoods. |

Strengthened and expanded ‘Back-end’ database of qualitative information on all services in the two project zones in Dhaka. |
| Result 3 |
Kolorob
brand recognition strengthened through the physical presence of two
kiosk spaces in Bauniabadh, Paris Road and adjacent areas. |
| Result 4 |
Kolorob
demonstrates the potential to achieve both financial sustainability
and improvement of service provision for children and young people. |
| Result 5 |
Knowledge
and learning built on coverage and availability of services and on
information technology by residents of poor urban settlements. |
OBJECTIVES OF THE STUDY:
The project final evaluation aims to:
- Assess the extent to which KOLOROB accomplished its stated results.
- Capture lessons learned, operational
challenges, constraints, and successes during implementation, best
practices for future programming.
- Capture further scopes (a set of targeted recommendations) & opportunities for scale up and interventions.
- To assess the effectiveness of the
KOLOROB apps and how this ICT based tools contributing to overall
empowerment of the children.
- Assess the effectiveness of the
project’s Theory of Change including accountability practices at field
level, appropriateness in targeting beneficiaries, addressing gender
dimensions, developing partnerships, community engagement, and
sustainability practices etc.
