The International Federation of Red Cross and Red Crescent Societies (The Federation) is the world’s largest humanitarian organisation. The Federation has been working with Bangladesh Red Crescent Society for more than 30 years in humanitarian fields mainly disaster response and management, cyclone preparedness, disaster relief and recovery, community based disaster preparedness, risk reduction and mitigation, etc. The British Red Cross (BRC) works under the auspices of the Federation in Bangladesh in close cooperation with the BDRCS.

The BRC has a long history of working closely with and supporting our implementing partner the Bangladesh Red Crescent Society (BDRCS).  In line with the national society’s strategic plan the BRC supports the BDRCS to implement a number of multiyear resilience projects in Bangladesh.

On this basis we are seeking to employ a suitably qualified Technical Officer – WASH to support the BDRCS in this regard.

Overall Purpose of the Post
The Technical Officer – WASH will provide essential technical support for WASH activities for V2R Project in Barguna, Bhola and Patuakhali districts.
The key function of this position is to utilize your experience and skills to guide, motivate and facilitate the capacity building and technical support to the BDRCS as the project implementer.
Together, BRC and BDRCS are committed to improve the lives of vulnerable communities and contributing to becoming more resilient.
The Technical Officer- WASH will ensure WASH interventions are properly assessed, planned, implemented, monitored and reported.  Community participation and involvement is essential in all levels of the process. Linkages to local authorities and other stakeholders will be an integral part of the process.
The Technical Officer – WASH is expected to maintain a good working relationship with project team, BDRCS Units, DMR Division, BRC and IFRC. This position will be part of the BRC Bangladesh team and we are seeking an enthusiastic, self-motivated, mature individual with sound practical judgement.
Main Duties and Responsibilities
Hardware related responsibilities:
  • Ensuring that construction activities are planned, budgeted, designed with updated technical knowledge and effective technical interventions so that quality services are available and accessible to the targeted beneficiaries.
  • Ensuring effective implementation and support to field level staff to adopt and construct all construction work as per agreed design, drawing, BoQ etc.
  • Develop necessary design, drawing, BoQs etc. as and when required. Support field level staff for the construction of hardware, selection of construction site and quality assurance of construction materials.
Software related responsibilities:
  • Undertake WASH assessment including designing assessment tools, train enumerators, ensure quality of assessment and prepare reports.
  • Provide appropriate community capacity building and associated training to Health Assistant (HA), Water User Committees (WUC), where relevant and necessary in a participatory and appropriate manner which meets the needs of the individual communities.
  • Ensure criteria for distribution of household hygiene kits and sanitation materials is strictly followed
Common responsibilities:
  • Ensuring that relevant guidelines/strategies/operational manuals are developed and available.
  • Regularly report to line manager on all WASH related activities in the communities based on monitoring visits.
  • Contact/liaison with relevant NGOs/INGOs, government agencies and other public organisations at the district level as required/appropriate.
  • Liaison with unit EC and Project Implementation Committee (PIC) on issues related to V2R project. Brief regularly to PIC and NHQ on the progress of the V2R Project.
  • Work as a team member and share views and plans with BDRCS/BRC colleagues and management.
  • Capture learning from other BDRCS projects and share with project staff. Prepare case studies focusing project activities.
  • Demonstrate an ongoing commitment to gender equality and diversity.
  • Any other duties as assigned by the appropriate authority.

Qualification and Competencies:
Education and experience:
  • B.Sc. Engineer – Civil but highly experienced Diploma Civil Engineers can also apply
  • At least 3 years of relevant work experience in WASH with any national or international development agencies.
  • Experience and skills in designing, managing and implementing construction works in rural areas.
  • Experience and skills of training design, delivery and facilitation.
  • Experience and skills of mentoring and building the capacity of communities and partners is desirable.
  • Experience in working with local communities, civil society, partners, LGI and government officials.
  • Experience of working for a Humanitarian Organisation and/or the Red Cross/Red Crescent Movement.
Skills & abilities:
  • Competence in IT (Word, Excel, Power Point, internet, etc.)
  • Good Bangla and English; spoken and written
  • Commitment to the International Red Cross & Red Crescent Movement
  • Integrity & high standards of personal conduct;
  • Listening skills; Cultural sensitivity; Flexibility & adaptability; Teamwork; Interpersonal skills
  • Ability to inspire others; to pass his/her skills to others and to motivate them to put them into practice;
  • Ability to adapt various concepts and tools to the particular environment and needs of the relevant National Society.
