Documentary on Existing Legal services in the cases of VAW
1.0 General Background
Bangladesh is still a predominantly rural
country, but its urban population is rising fast. An estimated
one-third of the city’s population live in slums. The people who live
in slums are lacking in health and legal service. Living conditions are
severely detrimental to women’s health. Violence against women and
girls has become a serious problem there as well. The social conditions
and attitudes and economic situation of most women living in Dhaka’s
slums is extremely difficult to seek protection and legal redress.
In this context, Bangladesh Legal Aid and Services Trust (BLAST) is currently implementing the project titled ‘SHOKHI- Health, Rights and Choices’
with the Collaboration of BWHC, Marie Stopes Bangladesh, We Can
Alliance with the support of Embassy of the Kingdom of Netherlands
(EKN).The project identifies four key obstacles to the realisation of
women's rights, dignity, health and safety in Dhaka's
slums:discriminatory attitudes, lack of awareness among women and girls
about their rights, absence of protection of women's rights and
constraints on women's access to services. Women find available health
and Women’s legal services to be inaccessible due to
distance, cost, and the lack of a 'one stop shop' or effective referral
system between services. Considering the existing patriarchic regime
,services are also generally gender-insensitive and male dominated.
Drawing on these findings, the project
envisions a three-pronged approach specifically addressing each
obstacle.Discriminatory attitudes against women and a lack of awareness
of health and legal issues will be addressed through changing
attitudes and encouraging women's leadership and activism. And the
obstacle of the absence of protection of women's rights by relevant
stakeholders will be addressed through advocacy work for action on
women’s rights related issues and sensitisation of stakeholders. And
the obstacle of constraints on women's access to services will be
addressed through direct provision of accessible services and
improvement of existing services.
2.0 Objectives
The documentary’s key objectives include:
- It will increase awareness re women rights, workers’ rights and SRHR.
- Women can raise their voices and be heard in order to secure and realise their rights and needs when required.
- It will increase awareness among the community people to access GO, NGO legal services in the cases of VAW
- Community people will get the basic
knowledge on legal services they require with fewer restrictions in a
protected environment within their community.
- It will concentrate on a community-led approach encouraging women's empowerment, autonomy and leadership.
- It will address the structural obstacles of women in getting access to justice.
- It will help to increase legal service seeking behavior of community people.
3.0 Target audience
Our target audience includes women living in
slum area, women who are the victims of violence against women, women
workers, community people, paralegals, community social workers, legal
service providers, community leaders, women group members. The
documentary will also be sent to various NGOs, Legal Service providers.
4.0 Scope of Work
- The stories will depict the socio-economic struggle of the marginalized women of our society in respect of any area.
- Highlighting different arenas of challenges faced by women both within family and at workplace.
- The stories will cover the obstacles arise due to lack of basic legal knowledge against violence
- The documentary will include not only the interviews, but
will also the successful stories of working women highlighting the
ideas how they have overcome the obstacles in their day to day live.
- The documentary should be able to engage the audience
through interesting stories and at the same time, deliver the message
how they can get legal remedies with the help of different government
and non-governments take holders who provide legal aid/ legal services.
- It will also concentrate on the role of different
stakeholders (VSC, OCC, DLAC, Police station, BLAST, shelter homes etc)
in providing legal aid/ legal services.
5.0 Principles
- Working in close collaboration with
BLAST from the planning stage to ensure the proper delivery of the
message so that it is well understood by the audience
- The documentary must be produced in line with BLAST’s objective
6.0 Deliverables
- Detailed pre production, production, post production schedule for filming.
- Draft script.
- First Cut of the documentary on DVD for comments by BLAST to be submitted by 26 December 2016
- Finalized draft documentary for BLAST at most five working days from receipt of original comments.
- A 7-10 minute documentary in Bengali and a separate
version with English subtitles inserted in broadcast quality DVD and in
other appropriate formats that enables the film to be uploaded to BLAST
website, face book page and You tube etc, in five working days from
receipt of final comments and clearance.
- Master of all interviews and other footages shoot for the documentary on high quality DVDs and HDD
- Submit all raw materials collected during the filming for any possible future production initiated by BLAST.
- Provide 500 copies of the documentary professionally labeled and packed DVD.
7.0 Qualifications
- The production company should have extensive experience in producing documentary films/video productions.
- Excellent technical capacities to ensure smooth and high quality production.
- Excellent planning and organizational skills
- Excellent ability to meet deadlines
- Experience in working with NGO and/or international organizations will get preference
8.0 Tentative schedule
The production of the documentary should
start on 11 December 2016 and the final product must be delivered
within four weeks of signing of the agreement.
9.0 Selection process
A shortlist will be prepared of candidates
who have submitted open tender. Evaluation and selection for this
shortlist will be based on consideration of the following criteria:
Previous experience of organization and proposed technical persons,
Technical proposal, Financial proposal.
10.0 Eligibility
- Valid Tax Identification Number
- Valid Vat Identification Number
- Valid Trading License
- Bank Account (Payment will be made by A/C payee cheque)
11.0 Technical Submission
The interested organization must submit the followings
- Technical Proposal
- Production time line
- Financial Proposal must include a detailed breakdown of
all costs that would be associated with undertaking entire project,
together with the proposed payment schedule. It must also include costs
for production of the 500 DVDs.
- Basic story line
- Detailed cast and crew in formation
- CV of key production crews to work on the assignment
- Detailed technical description (Camera, editing, sound, and other equipment)
- Sample of previous work (2 works) - similar nature preferred
12.0 Ownership
The edited documentary as well as footage
filmed for this assignment is the sole property of the Bangladesh Legal
Aid and Services Trust (BLAST). The selected company name and logo
shall only be acknowledged in the closing credit.
13.0 Consultancy Arrangements
It is the responsibility of the appointed
organization to ensure that work is done diligently and to the highest
possible standard.
14.0 Payments
Bangladesh Legal Aid and Services Trust
(BLAST) shall pay the organization an agreed fee. The organization shall
be responsible for paying any third parties engaged in the production
of the documentary tenders and supporting documents must be submitted
in plain sealed envelopes bearing inscription Documentary on Existing Legal services in the cases of VAW and delivered to
Bangladesh Legal Aid and Services Trust (BLAST),
